Regardless of constant protests by Kashmere Gardens group members and Houston-area environmental justice activists, state environmental officers authorized the allow for a brand new concrete crushing plant near Houston’s LBJ Hospital.

Harris County will enchantment the allow approval in an try to dam the plant’s building.

The Texas Fee on Environmental High quality (TCEQ) granted the allow on Jan. 12 to Texas Coastal Supplies, over the objections of residents and hospital officers involved about air air pollution.

‘TOXIC BUS TOUR’ POINTED OUT DANGERS

In November of final 12 months, searching for to lift consciousness of this clear and current hazard, Houston Ethnic Media in partnership with Air Alliance Houston, sponsored an “Ethnic Media Poisonous Bus Tour” of Houston. One of many stops on that tour was Kashmere Gardens; extra particularly, in entrance of LBJ Hospital the place AAH members and group activists spoke on the clear and current risks of a concrete batch plant being constructed throughout the road.

“The TCEQ isn’t calculating for the cumulative affect results that exist already inside this group,” stated Crystal Ngo, AAH’s environmental justice coordinator. “Once more, I’ve to emphasise that there are already six concrete batch crops on this group, and one is making an attempt to be constructed proper throughout from a trauma three hospital with about 80,000 sufferers that may be seen per 12 months.”

ENVIRONMENTAL RACISM’S PERSONAL IMPACT

Ngo then broke it down on a private stage.

“My mother personally goes to this hospital. I used to be simply right here a few months in the past. So, whereas group members are attempting to heal, they’re gonna get extra long-term exposures [to toxic air pollutants] whereas they’re therapeutic at this hospital.”

Josefa Najera, a 54-year-old Kashmere Gardens resident whose son suffers from persistent bronchial asthma and whose grandchildren have been examined for lead poisoning, spoke of the onslaught of diseases impacting her and her neighbors.

“Persons are simply getting sick every single day: our infants, our newborns, our aged, our kids,” she stated. “We hear so many tales about individuals getting this illness, that illness, their lungs. If it’s not most cancers, it’s pulmonary illness, it’s bronchial asthma, it’s different issues which might be simply making individuals sick.”

KASHMERE GARDENS UNDER ASSAULT

Kashmere Gardens is a group that’s 96% individuals of coloration (73% Black, 22% Hispanic, 1% different). Roughly 33% of the inhabitants speaks Spanish and 64% of this group is low earnings. Kashmere Gardens is residence to 6 concrete batch crops. In accordance with Rice College’s Kinder Institute, concrete batch crops produce “a form of air air pollution known as particulate matter that may penetrate deep into the lungs,” and is “only one a part of the issue that concrete batch crops current.”

As a result of TCEQ grants them 24-hour permits, heavy diesel vehicles line up as early as 2 a.m. to idle noisily on native streets, ready to choose up as many as 150 masses every single day, emitting much more pollution like black carbon and nitrogen dioxide.

On the day TCEQ granted the allow Harris County Lawyer Christian Menefee known as the TCEQ’s choice a travesty.

THE STRUGGLE NEVER CEASES

“Simply yesterday the Carverdale group was celebrating, with me and Mayor Whitmire, about Waste Administration withdrawing their utility to develop a landfill in that traditionally Black group,” stated Menefee. “So, that’s a bunch of oldsters celebrating a uncommon win within the environmental justice motion. And fewer than 24 hours later, right here we’re having to gear up for an additional battle in one other predominantly African American and Latino group.”

Menefee stated he’ll be working with State Senator Boris Miles’ workplace and Lone Star Authorized Assist to file a movement to overturn the TCEQ’s choice.

“That movement is filed with the TCEQ commissioners. These are direct appointees of Governor Abbott. We don’t anticipate that that’s going to be granted, given who we’re coping with, and so the following step is we’ll be working with Harris Well being to discover the potential of submitting a lawsuit,” stated Menefee, who believes his workplace ought to hear one thing concerning the standing of the lawsuit with two-to-three months.

“That is going to be about making certain that individuals who stay there and who’re going to be strolling out and in of this hospital have entry to wash air and aren’t going to go to get their well being points mounted, and whereas they’re there, need to proceed struggling with elevated air pollution and much more well being dangers, on account of it,” he stated.
