*(CNN) — An unarmed Black man was attacked by a police officer’s Okay-9 as he surrendered to authorities together with his fingers up, regardless of an Ohio State Trooper repeatedly urging officers to not launch the canine.
The July 4 incident adopted a prolonged pursuit as officers tried to tug over a industrial semi-truck that didn’t cease for an inspection, a video launched by the Ohio State Freeway Patrol reveals.
In line with a redacted Ohio State Freeway Patrol case report obtained by CNN, a Motor Service Enforcement inspector tried to cease a semi-tractor trailer touring west on US 35 in Jackson County as a result of “the car was lacking a left rear mud flap.”
The inspector turned on his marked patrol car lights and the “suspect car continued west on US 35 and made eye contact” with the inspector, in line with the report.
When the car’s 23-year-old driver, Jadarrius Rose, didn’t cease, the inspector notified dispatch to ship a marked patrol unit to help, in line with the case report.
The video initially reveals authorities pursuing a semi-truck that appeared to “decelerate to a roll” to cease. Because the semi-truck stops, the video reveals an officer getting out of a car, pointing a weapon towards the semi-truck, and ordering the motive force to “get out of the truck.”

The video then cuts to what seems to be a state trooper popping out of his car and strolling towards the motive force.

NAACP calls officer actions ‘barbaric habits’
