There’s no proof of a “migrant crime wave” in New York Metropolis regardless of high-profile incidents over the previous few weeks, in accordance with Daniel Stageman, director of analysis operations on the John Jay School of Felony Justice. And if southern border arrivals contribute to an uptick in crime, migrants could be the victims, not the perpetrators.

“They’re usually shifting in pretty determined situations; they don’t have entry to housing; they don’t have entry to secure, professional [and] authorized employment,” mentioned Stageman. “They usually don’t have entry to the social or cultural sources that can assist them keep away from victimization. And they’re usually seen as simple targets by criminals. After which there are additionally various crime sorts that you just’re going to see migrants are massively disproportionately represented [in]…like wage theft.”

Traditionally, southern border migrants persistently contribute to crime lower than the typical American, mentioned Stageman. He pointed to work because the headlining issue, with many new arrivals coming to the U.S. for a job to allow them to ship a refund house to household.

“The one caveat I might put is that people who’re making their dwelling in felony participation at house are more likely to proceed that sample wherever they’ve migrated to,” mentioned Stageman. “There’s all the time, with any immigration wave, some extent of transnational criminality. However we…don’t see that growing crime charges. Statistically, we don’t see that proper now. The narrative that’s out there’s not in line with the latest drop in crime charges within the metropolis.”

Such public security issues surfaced final week in Harlem throughout a discussion board on the St. Nicholas Homes after rumors {that a} shelter transformed from an deserted luxurious improvement might home migrants. Some talked about battle between newly arrived younger males and neighborhood youth. Others expressed frustration over the dearth of sources and providers for the traditionally Black neighborhood’s long-time residents.

Mayor Eric Adams, who attended the assembly unexpectedly, pushed again on the “crime wave” narrative. He mentioned his journey to Latin America final 12 months supplied him a greater understanding of who the migrants had been and credited immigrants for holding down town as hospital staff and supply drivers throughout the COVID-19 pandemic.

“These are migrants and asylum seekers [who] are paroled into the nation,” mentioned Adams. “A lot of them are coming now from everywhere in the globe…these are professionals which can be coming right here. They’re nurses, they’re academics, they’re writers, they’re reporters.”

However he pushed again towards a state invoice stopping the shelter limits his administration imposed for migrants as a result of “1000’s which can be coming per week.” Single grownup migrants can solely keep in a shelter for 30 days and households can keep for 60 days.

Service suppliers say they usually want extra time to attach arrivals with providers and that with out entry to employment, migrants usually tend to take part in “subsistence criminality” to remain afloat in New York Metropolis.

In a remark by electronic mail, State Senator Brad Hoylman-Sigal, who launched the invoice, known as the choice to restrict shelter stays each “arbitrary” and “merciless.”

“Whereas we hope households can discover housing outdoors of the shelter system in 60 days, we all know that that timeline is just not all the time doable and this rule makes it tougher, not simpler, for households to finally go away the shelter system with a safer housing possibility,” he added.Tandy Lau is a Report for America corps member who writes about public security for the Amsterdam Information.
