Mayor Eric Adams scored a couple of marketing campaign factors with animal rights activists final week after saying his help for a ban on horse-drawn carriages in Central Park. A ban he appeared against in 2021 when he ran for his first time period as Mayor.

“New York Metropolis is a spot the place historical past and progress reside facet by facet, however so long as I’m mayor, we’ll all the time put public security first. Whereas horse-drawn carriages have lengthy been an iconic fixture of Central Park, they’re more and more incompatible with the circumstances of a contemporary, heavily-used city inexperienced area,” stated Adams in a press release. “A collection of incidents over the previous few years have raised issues concerning the welfare of the horses, in addition to the security of pedestrians, cyclists, drivers, and carriage operators themselves.”

Horse-drawn carriages have been part of Central Park’s design and historical past since its conception, based on the Central Park Conservancy. The park opened to the general public in 1859. Eight years later, elaborate carriage parades for the rich, in addition to rides for middle-class New Yorkers and guests, grew to become a staple. Horse automobiles, that are massive carriages pulled by a group of horses by means of the town’s streets, have been additionally a big a part of the transportation system within the metropolis and Lengthy Island at the moment.

Whereas the business has tried to evolve with the instances, at its core, an precise animal pulling a buggy is what attracts in clients. TWU Native 100, the union that represents about 170 horse house owners and drivers, would attest to giving the animals of their make use of the utmost care.

Nonetheless, prior to now few years, there have been some wild incidents which were trigger for concern. Since 2022, two horses have died: Ryder, who collapsed at West forty fifth Avenue and ninth Avenue, and Girl, who fell on West 51st Avenue and eleventh Avenue. There have additionally been cases the place horses get spooked and bolt, oftentimes crashing into site visitors, individuals, or different carriages.

Town council proposed Ryder’s Legislation, a invoice that will section out horse-drawn carriages and change them with electrical alternate options, in 2022. It hasn’t handed into legislation simply but.

Within the meantime, Adams already signed an govt order to “put together” for the ban to be a legislation and create a course of for the voluntary return of licenses from house owners.

“To be clear, we is not going to abandon the drivers themselves, who’re trustworthy, hard-working New Yorkers,” stated Adams in a press release. “I’ve directed our businesses to establish new employment alternatives for these on this business and create a course of for voluntary return of licenses. We’re additionally open to exploring a brand new program for electrical carriages so New Yorkers and guests can proceed to benefit from the majesty of Central Park.”

The TWU Native 100 had endorsed Adams in his 2021 run for Mayor. Regardless of guarantees of latest employment alternatives, the union felt that Adams “offered his soul to actual property builders.” They declare that the animal rights group New Yorkers for Clear, Livable, and Protected Streets (NYCLASS), which championed Ryder’s Legislation, is “really a entrance for actual property pursuits that wish to develop the 4 horse stables on Manhattan’s West Facet.”

“Along with his name to finish the horse carriage business, Mayor Adams has betrayed working-class New Yorkers, which is an absolute shame,” posted Native 100 President John V. Chiarello. “It’s disappointing to see Adams, who’s polling useless final within the mayor’s race, now abandon hardworking individuals who make their dwelling participating in an age-old New York custom.”

In the meantime, NYCLASS lauded Adams for taking “lifesaving” measures to guard individuals and horses from the business’s unlawful and harmful practices. The group referred to as for New York Metropolis Council Speaker Adrienne Adams and the council to cross the invoice.

“For too lengthy, New Yorkers have witnessed terrifying runaway horses, crashes in Central Park and into autos on traffic-clogged streets, human accidents and close to fatalities, and horses collapsing and dying on our roads. This cruelty and hazard should finish,” stated NYCLASS Government Director Edita Birnkrant. “Now the Metropolis Council should do its half.”

Republican mayoral candidate Curtis Sliwa has been a diehard advocate for the horse-drawn carriage ban, and stood in solidarity with Adams in calling for an finish to the business. Curiously sufficient, former Governor Andrew Cuomo additionally threw his help behind the ban.

“Horse-drawn carriage rides are a part of the romantic picture of this metropolis, however in 2025 we should face the details about how outdated, unsafe, and doubtlessly inhumane the follow has develop into,” stated Cuomo in a press release. “New York is the best metropolis on earth, however its streets are not any place for horses. Permitting horse-drawn carriages to proceed to function just isn’t honest to those animals, and – as we’ve witnessed a number of instances in latest months –– pose a hazard to the general public within the occasion they break away and bolt. As mayor, I’d search a full ban on horse-drawn carriages on this metropolis. My opponents and I all have totally different visions for the way forward for New York Metropolis, however that is one challenge the place we’re all in settlement: Let’s free the horses.”
