The in-depth federal probe provides extra scrutiny to a metropolis coping with the aftermath of Nichols’ killing and solutions long-standing requires such an investigation from critics of the best way police deal with minorities.

Federal authorities will look collectively on the Memphis Police Division’s “sample or apply” of drive and stops, searches and arrests, and whether or not it engages in discriminatory policing.

Even within the majority Black metropolis of Memphis, the police division could also be disproportionately focusing its visitors enforcement on Black drivers, mentioned Assistant Lawyer Normal Kristen Clarke of the Civil Rights Division, who introduced the investigation.

Clarke mentioned the Division of Justice has acquired reviews of officers escalating encounters with folks locally and utilizing extreme drive; utilizing drive punitively after they understand somebody’s habits as insolent; and utilizing drive in opposition to people who find themselves already restrained or in custody.

She talked about Nichols’ loss of life, however mentioned the investigation is just not primarily based on a single occasion, or a single unit within the police company. Caught on police video, the beating of the 29-year-old Nichols was one in a string of violent encounters between police and Black those who sparked protests and renewed debate about police brutality and police reform within the U.S.

“It is a vital step in making certain the residents of Memphis have our civil rights protected and that we’re shifting past tacit political speaking factors concerning legal justice reform,” mentioned Memphis activist Earle Fisher.

The Memphis Metropolis Council handed an ordinance earlier this yr that outlawed so-called pretextual visitors stops, which embody minor violations resembling a damaged tail gentle. However some activists have complained that the ordinance has not been persistently enforced.
