In 2021, police arrested Black New Yorkers 611 instances for theft of companies, a misdemeanor cost largely represented by fare evasion. Arrest numbers soared to 2,993 final 12 months.

Police Reform Organizing Undertaking (PROP) founder Robert Gangi believes such uncooked knowledge, obtained from the New York State Division of Legal Justice Providers (DCJS), reveal developments in escalating “damaged home windows policing” practices.

“[Broken windows policing is] the place there’s a focus on arresting and ticketing individuals who interact in what’s loosely known as high quality of life crimes,” stated Gangi. “And in some instances, they’re not technically crimes—for instance, when you’re arrested for disorderly conduct, that’s not thought of against the law. That’s thought of a violation. The idea is when you goal these low-level offenses, you’ll have a major impact in lowering extra severe crimes like manslaughter or rape or murder.”

Second-degree homicide arrest charges of Black New Yorkers remained steadily at 2% from 2021 to 2023, with a small improve every year reflecting a basic rise in felony fees. The one-time mayoral candidate Gangi discovered that roughly 88.5% of misdemeanor arrests contain non-white New Yorkers. Throughout the two-year span, misdemeanor arrests of Black New Yorkers jumped from 32,436 to 45,776.

To be clear, arrests of white New Yorkers additionally grew between 2021 and 2023, however greater than half of felony arrests and roughly 44% of misdemeanor arrests in New York Metropolis concerned a Black individual final 12 months, essentially the most of any racial class. Gangi stated these numbers echo comparable findings beforehand made by PROP whereas monitoring arraignment elements.

A DCJS spokesperson advised the AmNews that the report stems from company knowledge of the 20 most frequent arrest fees in New York Metropolis between 2021 and 2023 from January to December. The findings had been solely decided by PROP, however the statistics had been formatted per request by the state company.

The NYPD responded with an electronic mail assertion sustaining that the division enforces the legislation impartially and stated officers are usually not directed to conduct particular cease numbers.

“When responding to all manners of requests for help, performing stops of any sort, or imposing the legislation, NYPD officers perform their work with out consideration of race or ethnicity, and the NYPD will proceed to handle situations in a good and equitable method, and in direct response to group considerations,” stated the police spokesperson. “That is the general public security that New Yorkers count on and deserve.”

The uptick in arrests coincides with the appointment of town’s first Black girl police commissioner and first Latino police commissioner, though Gangi stated historical past reveals {that a} extra various police power can’t change current practices.

“Whether or not you’re white, Black, brown; whether or not you’re a lady or a person; whether or not you’re homosexual or straight, you need to get with this system,” he stated, “and this system within the present NYPD is to focus on low-level offenses in primarily Black and brown communities.”Tandy Lau is a Report for America corps member who writes about public security for the Amsterdam Information.
