NEW YORK (AP) — Mayor Eric Adams vetoed payments Friday aimed toward banning solitary confinement in metropolis jails and requiring extra transparency in police encounters with civilians, establishing a faceoff with the Metropolis Council, which says it has sufficient votes to override him.

Democratic Mayor Eric Adams stated the solitary confinement restrictions would make jails extra harmful and that the expanded reporting necessities for police would solely bathroom down officers in paperwork, placing public security in danger.

The previous police captain introduced his veto of the police stops invoice throughout a Metropolis Corridor information convention, the place he was joined by legislation enforcement officers and group leaders.

Adams argued that the brand new mandates would hurt the police work that led to an general drop in crime final 12 months, together with a 12% decline in homicides and a 25% lower in shootings.

“We don’t wish to handcuff police. We wish to handcuff unhealthy individuals. That’s the purpose,” Adams stated. “It’s about ensuring we’re not stopping them from doing their job.”

Hours later — and with decidedly much less fanfare — the mayor’s workplace introduced that he had additionally vetoed the solitary confinement invoice, citing issues raised by a federal monitor appointed to guage operations on the metropolis’s jails.

“Beneath our administration, town’s jails are getting safer — however this invoice would have taken us within the fallacious route,” Adams stated within the written announcement.

Metropolis Council Speaker Adrienne Adams, a fellow Democrat who is just not associated to the mayor, confirmed that the council was ready to override him on each fronts.

She argued that the jail restrictions are wanted to deal with issues at Riker’s Island, which faces attainable federal takeover with the intention to curb violence on the notorious island jail complicated. She additionally pushed again on the mayor’s claims that solitary confinement has not been utilized in metropolis jails for years.

“Solitary confinement, by any title, has been confirmed to trigger bodily, psychological, and emotional hurt, and its use has contributed to continued violence and deaths on Rikers Island,” the speaker stated in an announcement “We can’t enable the human rights and security disaster on Rikers to proceed by sustaining the established order of failed insurance policies and practices. ”

She additionally argued the policing invoice was warranted as a result of civilian complaints in opposition to officers are at their highest degree in additional than a decade.

“The false narrative that we can’t have transparency is unhealthy for our metropolis, and belies the truth that accountability is significant to bettering public security by growing belief,” Adams stated in a separate assertion.

The solitary confinement invoice would place a four-hour restrict on isolating inmates who pose a direct threat of violence to others or themselves in “de-escalation” models.

Solely these concerned in violent incidents may very well be positioned in longer-term restrictive housing, and they might have to be allowed out of their cells for 14 hours every day and get entry to the identical programming out there to different inmates.

The policing invoice, referred to as the “ How Many Stops Act,” requires officers to publicly report on all investigative stops, together with comparatively low-level encounters with civilians.

Amongst different issues, the laws would require the NYPD to report on the place the stops occur, demographic data on the particular person stopped, the explanation for the encounter, and whether or not the encounter led to any use-of-force or enforcement motion.

Police are at the moment solely required to fill out experiences following stops through which they query and search civilians.

The council permitted the 2 measures within the closing days of 2023 with sufficient votes backing each payments to overrule a mayoral veto and guarantee they develop into legislation, except a number of members change their stance.

Native teams that supported the measures urged the council to instantly maintain an override vote.

New York Metropolis Public Advocate Jumaane Williams, who launched the payments, dismissed Adams’ criticism as “fear-mongering” and misinformation.

“A full understanding of the laws makes it clear that enacting these reforms might be good for public security, whereas stopping them will make our metropolis much less protected,” he stated in an announcement forward of the mayor’s vetoes.
